In the Odesa region, the case of the head of the village council’s construction and public works department and a technical supervision engineer—who are accused of embezzling budget funds during the stadium’s renovation—has been referred to court. According to investigators, the community lost nearly one million hryvnias due to the inclusion of false information in official documents.
Prosecutors from the Podil District Prosecutor’s Office have filed an indictment with the court.
The head of the relevant department is charged with abuse of office and official forgery under Part 2 of Article 364 and Part 1 of Article 366 of the Criminal Code of Ukraine. A technical supervision engineer is accused of aiding and abetting these crimes.
According to the investigation, in November 2023, one of the village councils entered into a contract with a contractor to perform additional work on the reconstruction of a stadium in Podilsk. The sports facility was intended for use by children and youth. The total cost of the work under the contract exceeded 6.5 million hryvnias.
However, as law enforcement officials established, the contractor failed to actually perform part of the work specified in the contract, amounting to nearly one million hryvnias. Despite this, the head of the Department of Construction and Public Works entered false information into the official documentation regarding the full completion of the work and its cost.
According to the investigation, the technical supervision engineer failed to verify the actual scope of work performed by the contractor and signed the corresponding certificate, affixing his official seal to it.

It was these documents that served as the basis for transferring budget funds to the contractor. As a result, the local community suffered losses of nearly one million hryvnias.
The department head had previously been notified of the charges against her. Now, the indictment against her and the technical supervision engineer has been submitted to the court for consideration.
