The Department of Housing, Utilities and Capital Construction of the Voznesensk City Council of Mykolaiv Oblast plans to repair the school's canteen for more than UAH 10 million.

This became known from an announcement published on the public procurement website Prozorro.

The department announced an open tender for the overhaul of the canteen at Voznesensk Secondary School No. 5 on December 6. The expected value of the procurement is UAH 10 million 805 thousand. The customer will accept bids from future contractors until December 23. At the same time, the department will hold an auction. The winner of the tender must complete the work by July 31, 2025.

Open bidding with special features means that almost all auction terms are shorter than they were in open bidding. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no competition during such auctions, so the bidder has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Department of Education, Youth and Sports of the Koblivka Village Council, following an open tender with special conditions, concluded an agreement with the only participant who agreed to repair and modernize the canteen and food service unit of the Koblivka Lyceum for UAH 9 million 655 thousand.
