Mayaki has selected a builder of the Security Center for 29 million

A contractor for the construction of the Citizens' Safety Center has been selected in Odesa region. The winning company has until August 30, 2026 to complete the work.

The Center for Public Investigations decided to find out what is known about the selected contractor, what court cases are related to it, and whether there are corruption risks.

According to the Prozorro procurement system, at the end of December last year, the Department of Capital Construction and Roads of the Odesa Regional State Administration announced a tender for the new construction of the Citizens' Safety Center in the village of Mayaki. The expected purchase price was UAH 29.4 million. The auction was to be held on January 23, and two companies, BL-D LLC and Bud-Marka LLC, took part in it.

Initially, Bud-Marka LLC became the winner, offering a price about UAH 187 thousand lower than the expected cost of the procurement.

According to the YouControl service, the company was registered in 2019. The owner of the company is Maxim Benik. Until 2022, a man with this name headed the public procurement and logistics department of the municipal institution "Specialized Installation and Maintenance Unit" of the Odesa City Council.

The company has been participating in public procurement since 2020 and has already earned more than UAH 388 million. The largest amount was in 2025, almost UAH 248 million. The customers were municipal institutions and departments of Odesa region.

It is worth noting that this is not the first tender for the construction of the Citizens' Safety Center in the village of Mayaki. In December 2023, as previously reported by Intent, the same Department of Capital Construction and Roads of the Odesa Regional Military Administration had already selected a contractor for this facility. Back then, the cost of construction was estimated at over UAH 35 million.

At the same time, according to the protocol of disclosure of proposals, Bud-Marka LLC does not fully meet the requirements of the technical specification and other terms of the tender documentation. One way or another, the company's proposal was rejected. Therefore, another company, BL-D LLC, which also participated in the bidding, is currently awaiting a decision on the conclusion of the contract.

In 2025, budget customers in Odesa region signed 223 agreements for the construction, repair and arrangement of storage facilities for a total of UAH 1.4 billion. Intent has compiled a rating of companies that received the largest sums for the arrangement or construction of shelters, which are still lacking in the region.

Bud-Marka LLC was ranked third in this rating by the amount of funds received. The company signed two agreements for the construction of a radiation shelter at Lyceum No. 1 in Lyman for a total of UAH 139.6 million.

The first contract was signed following an open tender in May 2025. The tender for the education department of the Lyman Village Council was conducted by the municipal enterprise Centralized Procurement Organization of the Odesa Regional Council.

However, in August, the education department of the Lyman village council conducted an identical procurement on its own. This time, there was only one participant - Bud-Marka LLC. The cost of the works increased by UAH 2 million and amounted to UAH 70.9 million. It was for this amount that the contract was signed with the company.
