Kherson RSA official to be tried for collusion in military tender

The State Bureau of Investigation has completed an investigation into the former director of the Department for Civil Protection and Defense of the Kherson Regional State Administration. The official is accused of purchasing low-quality clothing for military personnel, which caused the state losses of more than UAH 21 million.

According to the SBI press service, the investigation found that the official colluded with suppliers during the tender. The entrepreneurs he chose supplied cheap clothes that looked like military uniforms but did not meet the requirements of the Ministry of Defense of Ukraine and did not have quality certificates.

The official has already been fired, and the indictment has been sent to court. His actions are classified as official negligence with grave consequences (Part 2 of Article 367 of the Criminal Code of Ukraine). The sanction of the article provides for up to 5 years in prison with confiscation of property.

In addition, the issue of compensation for damages caused to the state is currently being resolved. Procedural guidance in the case is provided by the Specialized Defense Prosecutor's Office of the Southern Region.

The court imposed a pre-trial restraint on two officials suspected of extortion. One of them is the deputy head of the Kherson regional municipal emergency service.

He, along with an unidentified employee of the Department of Civil Protection of the Kherson Regional Military Administration, extorted money from a contractor who had signed a contract to install an autonomous power source in a hospital.

They demanded 10% of the contract amount, which was 199 thousand hryvnias. The officials threatened the businessman that if he refused, he would not be able to continue his activities in Kherson and the region.

The second suspect is the head of a Kherson construction company. He offered the other entrepreneur to help him conclude an agreement with Khersonteploenergo on the construction of cable networks. In return, he demanded 22.5% of the contract amount, which amounted to 572 thousand hryvnias.
