Kherson Region Mayors' 2024 Income Analysis: Top Earners Revealed

The Center for Public Investigations has analyzed the declarations of the heads of district centers and large cities of Kherson region for 2024. The focus is on the income, savings, property and business assets of mayors and heads of city military administrations (MMAs). The ranking includes Beryslav, Henichesk, Kherson, Skadovsk, Kakhovka, and Nova Kakhovka, cities with a population of over 40 thousand.

Due to the war, both city councils and MVAs often operate simultaneously in the region. Sometimes they are headed by the same person, such as in Beryslav (Oleksandr Alchiyev) or Kakhovka (Vitaliy Nemerets), sometimes by different ones, such as in Skadovsk, Nova Kakhovka, Henichesk and Kherson.

We managed to analyze the declarations of most of the leaders in the public domain, except for Nemerets and Brusensky, whose documents are classified "in the interests of national security."

The leader in terms of personal income is Yevhen Rodionov, the head of the Genichesk MBA, with UAH 1.2 million (including salary, government assistance and charity). He is followed by Roman Mrochko of Kherson MBA (UAH 1.1 million) and the mayor of Beryslav, Oleksandr Alchiev (also over a million). Serhiy Kukhta, the head of Skadovsk MBA, earned the least - only 267 thousand hryvnias in salary.

Interestingly, not all of them had additional income in addition to their salaries. For example, the mayor of Skadovsk, Oleksandr Yakovliev, received almost 180 thousand hryvnias in fees from a charitable organization.

The Mrochko family declared a record amount of UAH 3.5 million. But this is less than in 2023, when Roman Mrochko's wife alone earned almost 5 million.

The Alchiyevs earned 1.8 million, the Kovalenko family 626 thousand, and the Yakovlevs 614 thousand hryvnias. The Kukhts family is in last place with 296 thousand hryvnias of income, of which 24 thousand was earned by the wife as an individual entrepreneur.

The undisputed leader in savings is Roman Mrochko: He has 15.2 million hryvnias, of which his wife has more than 10.5 million. For comparison, Yakovlev has 600 thousand, Alchiev has 546 thousand, and Kovalenko has just over 300 thousand hryvnias.

Rodionov has accumulated over 260 thousand hryvnias. But Serhiy Kukhta again declared zero hryvnias.

Yakovliev has the largest house: almost 500 square meters in Skadovsk. Rodionov has half a house in Chornobaivka. Alchiyev, Kovalenko and Mrochko live in housing owned by relatives or rent it.

Serhiy Kukhta has the most land - 7 hectares in Kakhovka district. Mrochko's wife has 6 hectares near Odesa. Yakovlev has 2.3 hectares, and Alchiev has 1.3 hectares.

The 2024 declarations showed that the financial capabilities of Kherson community leaders vary greatly. Some have millions in savings and hectares of land, while others rent housing and live on their salaries. But even in such circumstances, some manage to grow financially, while others lose income.

The Center for Public Investigations also found out which officials of the Kherson MVA received the largest salary increases, amounting to tens and sometimes hundreds of thousands of hryvnias from the budget.
