Kherson Officials' Additional Payments in 2024: Top Earners Revealed

The Center for Public Investigations has analyzed which officials of the Kherson Regional Military Administration received the most additional payments to their basic salaries in 2024.

These payments included financial assistance for health improvement, social and household needs, and vacation pay. In some cases, they significantly increased the annual income of officials, amounting to up to a third of the total amount earned.

The first deputy head of the Kherson Regional State Administration, Dmytro Butriy, was the first to receive additional payments. He received UAH 436.6 thousand in additional payments, including UAH 146.5 thousand in vacation pay, UAH 132.8 thousand in vacation allowance, and UAH 157.1 thousand in assistance for improving his living conditions. Butriy's total earnings in 2024 amounted to UAH 1.4 million. He is the only Kherson Regional State Administration official whose financial statements are open in the NACP register, while the declarations of other officials are hidden for national security reasons.

The second largest recipient of financial aid among officials was the deputy head Volodymyr Kliutsevskyi. In 2024, he was paid vacation pay in the amount of UAH 50.6 thousand twice - in May and October. In addition, in May he received UAH 155.6 thousand for health improvement, and in December - UAH 152 thousand for improvement of living conditions. In total, in 2024, Kliutsevskyi received an additional UAH 358.3 thousand. His total annual salary amounted to UAH 1.3 million.

His colleague, deputy head of Oleksandr Prokudin's IAA, Mykhailo Lemak, received slightly less additional payments, receiving UAH 294 thousand in 2024. He was paid vacation pay six times, totaling UAH 83.9 thousand. Financial assistance for health improvement and social needs amounted to UAH 210 thousand. Lemak's total earnings in 2024 amounted to UAH 953.7 thousand.

The next is Olga Maliarchuk, Deputy Head of the DIA, who received UAH 279.3 thousand in additional payments. She was awarded vacation pay in the amount of UAH 57.1 thousand and financial assistance for health improvement and improvement of everyday life in the amount of UAH 222.1 thousand. In total, her earnings for the year exceeded one million hryvnias.

Deputy Head of the Administration Yaroslav Shanko received UAH 273.3 thousand in additional payments. In his case, the payments included vacation pay, vacation allowance, and allowance for home improvement. Shanko's total annual earnings amounted to UAH 1.5 million.

Anton Samoilenko, the deputy head of the DIA, received UAH 148.8 thousand in additional payments, of which UAH 115.8 thousand was for household improvements. His annual salary amounted to UAH 975.4 thousand.

The only one who did not receive additional payments was Oleksandr Prokudin, the head of the Kherson Regional Military District Administration. However, his earnings in 2024 amounted to UAH 1.6 million, the highest among officials.
