Kherson region announces second round of bidding for shelter for 68 million

Kherson Oblast has announced a second tender for the construction of a shelter for a local school. The expected cost of the work is more than UAH 68 million, and it is planned to be completed by the end of 2026.

This is evidenced by the data of the Prozorro procurement system.

The Borozen Village Council of Kherson Oblast has announced a tender for the construction of a new civil defense facility on the territory of the Borozen hub institution of complete general secondary education. The expected cost of the work is UAH 68.2 million, and it is scheduled to be completed by December 25, 2026.

The tender is held in the form of open bidding with specifics of submitting proposals. The deadline for submitting bids is September 23, 2025, and the auction is scheduled to start on the same day. The bids must be secured in the amount of UAH 341 thousand.

According to the DREAM ecosystem, before the full-scale invasion, 317 children studied at the hub school, and two branches also operated in the community. Currently, 283 students are studying remotely, including 10 children with special educational needs. The school is designed for 1000 pupils, has 19 classrooms and 27 rooms. The project is considered a priority because the community is located just 30 km from the contact line.

Under the terms of the tender, payment under the contract provides for an advance payment of up to 30% of the cost of the work to purchase materials. The rest of the amount is paid after the customer accepts the completed work, subject to the availability of budget funding.

More than UAH 81 million is planned to be spent on the overhaul of the Borozen school building itself. According to the project, the institution has suffered serious damage due to the armed aggression of the Russian Federation and is currently out of operation.

This is not the first time a tender has been announced for the construction of this shelter. In November 2024, the contract for the school shelter was awarded for 68 million to a company that had previously been involved in fraud, price gouging and embezzlement of budget funds. The contract with the company was terminated due to non-fulfillment of the agreement, but 15 million was paid.
