The Special-Purpose Emergency Rescue Unit of the Main Directorate of the State Emergency Service in the Kherson Region has announced a tender for the purchase of a hydraulic cylinder testing stand. The plan is to spend 1,015,277.78 hryvnias (excluding VAT) on the purchase of this specialized equipment.
The procurement was published on July 14 on the Prozorro platform. Potential suppliers may submit bids until July 22, 2026. Price is the sole criterion for evaluating bids.
The procurement is being carried out by the Special-Purpose Emergency Rescue Unit of the Main Directorate of the State Emergency Service in the Kherson region. Funding is provided through a subsidy from the local budget, and the total amount of budgetary funding for this project is 1,218,333.34 hryvnias.

According to the technical documentation, rescuers plan to purchase one set of a hydraulic cylinder testing stand. Such equipment is used to test the strength and leak-tightness of steel and aluminum cylinders used for carbon dioxide in rescue workers’ self-contained breathing apparatus (SCBA), as well as in powder fire extinguishers. During testing, the cylinders are filled with water and tested under high pressure, which allows for the detection of possible damage or loss of strength without the risk of an explosion.
The technical requirements stipulate that the test stand must be capable of testing three cylinders simultaneously. It must be equipped with a high-pressure pump, an automatic shut-off system that activates when a set pressure is reached, a measurement system, a control unit, a protective test tank, water reservoirs, and a set of interchangeable connectors for various types of cylinders. The equipment’s maximum operating pressure must reach 450 bar, and its throughput must be up to 20 cylinders per hour, depending on their size.
A separate requirement is that the equipment must be new, manufactured in 2025 or 2026, with no prior use and no factory defects. The supplier must provide a warranty of at least 12 months, supply technical documentation, operating instructions, and installation videos, and conduct remote staff training and equipment commissioning. In the event of a warranty claim, the supplier is obligated to provide the necessary spare parts or components at its own expense.
After the contract is signed, the winning bidder must deliver the stand by November 30, 2026, to the emergency rescue unit in Kherson at 12 Vyshneva Street.
