From Administrative Affairs to Boiler Room Modernization: An Analysis of Khersonteploenergo’s Procurement Activities

In the first six months of 2026, the municipal enterprise “Khersonteploenergo” made purchases totaling over 47 million hryvnias. The largest financial spike occurred in June, when the company signed contracts worth nearly 39 million. 

Intent analyzed the company’s largest procurements via the Zakupivli.pro platform. It is worth noting that the analysis is based on the estimated value of the procurements, as the starting price may decrease during auctions.  

In January, the municipal enterprise “Khersonteploenergo” spent 1.34 million hryvnias. The majority of the funds were allocated to support the company’s day-to-day operations. Specifically, payments were made for security and postal services, alarm system maintenance, hydrogeological monitoring of artesian wells, technical inventory of facilities, and the purchase of office supplies and consumables.

The company also purchased gas mixtures, milk for employees working in hazardous industries, fuel, office paper, construction materials, and spare parts for vehicles.

In February, expenditures rose to over 3.23 million hryvnias. The largest portion of this amount consisted of purchases of A-95 gasoline and diesel fuel totaling over 2.12 million hryvnias. In addition, funds were allocated for technical supervision of the reconstruction of a boiler room equipped with cogeneration systems, as well as for the purchase of cable products, furniture, household goods, chemical products, cleaning supplies, and vehicle parts.

In March, the total value of purchases amounted to over 2.05 million hryvnias. A significant portion of the funds was allocated to technical support for the heating system, the purchase of repair materials, and equipment for boiler rooms and utility networks. During this period, the company continued preparations for the implementation of projects to modernize the heating infrastructure.

In April, expenditures decreased to 487,5 thousand hryvnias. Purchases were primarily related to supporting the company’s day-to-day operations, as well as the acquisition of equipment, materials, and related services necessary for the operation of heating facilities.

In May, the company spent over 689 thousand hryvnias. The funds were used for operational needs, logistical support, the purchase of repair equipment, and preparing facilities for the upcoming heating season.

The largest expenditures occurred in June. During the month, themunicipal utility “Khersonteploenergo” spent over 39.29 million hryvnias, accounting for more than 83% of all expenditures during the period under review. The funds were allocated toward modernizing boiler rooms, purchasing equipment, and carrying out work related to preparations for the heating season and infrastructure restoration.

At the same time, in the first half of 2026, the Kherson Water Utility spent over 30 million on upgrading networks and purchasing materials to ensure the city’s vital services. The most expensive projects were financed with international aid.
