Kherson allocated tens of millions for the second time to repair water supply system: where did the budget funds go?

Kherson is planning to overhaul the water supply system for the second time, having already spent more than UAH 8 million in 2021. However, there is no indication in the digital restoration system that the work had ever begun.

This was reported by the Center for Public Investigations with reference to the DREAM system.

Kherson has prepared a project for the overhaul of the water supply system from Ivan Bohun Street to the pumping station. The work should ensure a stable water supply for residents of the Shumensky district. The total length of the section to be repaired is 1.36 kilometers.

The project is part of the Unified Project Portfolio and is part of the community and regional development strategy. The estimated cost of the water pipeline repair is UAH 15.4 million, of which UAH 11.2 million has already been confirmed from the state budget. The funding was provided as part of the subsidies for the areas affected by the full-scale war. The estimated duration of the project is 10 months.

The customer is the municipal utility company "Production Department of Water Supply and Sewerage of Kherson", and the implementation is coordinated by the Department of Municipal Economy of the Kherson City Council.

It turned out that this was not the first attempt to carry out construction and installation work on the facility. According to the list of investment programs and regional development projects of the Kherson Regional State Administration, this project was approved back in 2021.

According to Prozorro, the tender was announced in October 2021. At that time, two companies took part in the bidding - Yugelectrocom LLC and Vinnytsia Project-Bud. The agreement was signed with Yugelectrocom LLC, whose offer was not the lowest. The work was to be completed by December 31, 2022, and more than 8 million was planned for the project.

But DREAM does not even indicate that they have started. The project was to be implemented at the expense of the State Regional Development Fund in 2021 in the Kherson region. At the same time, the ecosystem data shows that an additional subsidy from the state budget to local budgets was received in 2024-2005. YouControl also states that the company has been paid for the repairs.

What the 8 million sent to repair the water supply system back in 2021 was spent on remains a question.

In addition, a project to overhaul the water supply network has been launched in the village of Tavriyske, Kherson district. The total cost of the work is 26.9 million hryvnias, and so far more than 258 thousand hryvnias have been allocated from the local budget for the development of project documentation, so additional funding is needed to continue the work.
