Izmail City Council Chooses Company for Water Pipeline Protection Services

The Housing and Communal Services Department of the Izmail City Council in Odesa Oblast has conducted a tender to select a company that will be paid for services to prevent man-made emergencies related to the protection of the main water pipeline.

This is reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with the participation of only SMU-56 Limited Liability Company. The company expects to pay UAH 3 million 563.5 thousand. It is a water supply system on Tulchianivska Street from Dunayska Street to Territorial Defense of Ukraine Street.

The company will operate until May 30, 2025. Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the State Enterprise Izmail Commercial Sea Port in Odesa region held a procurement to select a company that would be paid for the maintenance of the Condor portal crane. The procurement was conducted in the format of open bidding with special features, and the only participant was Remtekhmorport Limited Liability Company, which agreed to work for UAH 15 million 603.9 thousand.

The municipal non-profit enterprise Ovidiopolska Hospital, located in Odesa region, held a procurement without an auction to select a contractor to be paid for the overhaul of the therapeutic department. The procurement with an expected value of UAH 23 million 323.6 thousand was held on January 7 in the format of an open tender with special conditions, and the only participant was Davmir Stroy Limited Liability Company.
