The Department of Municipal Economy of the Odesa City Council has conducted a procurement to select a contractor to be paid for the restoration of an apartment building at 8-B Shevchenko Avenue.

The announcement was published in the Prozorro electronic procurement system.

The only bidder was Stroy-Invest-Group-7 Limited Liability Company, which expects to receive UAH 44 million 660.9 thousand. According to the service, YouControl LLC Stroy-Invest-Group-7 was registered in Odesa in 2018. The owner is Dmytro Romaniuk from Odesa.

In February 2025, Stroy-Invest-Group-7 also became the only bidder for the right to restore an apartment building at 8-B Shevchenko Avenue. According to the tender documents, the contractor was to restore the roof, walls and partitions, reinforce the building, perform plastering work on the facade, install stairs, etc.

Prior to that, the State Audit Service of Ukraine published its own rating of the ten most expensive procurements for the restoration of civilian facilities affected by the Russian Federation's aggression announced last week, which was headed by two tenders from Odesa region.

One of them was the tender of the Department of Municipal Economy of the Odesa City Council, which is looking for a contractor to restore the common property of an apartment building at 8-B Shevchenko Avenue in Odesa.

The building was damaged during an attack by Russian drones in Odesa on January 17, 2024. At that time, Odesa, according to the South Operational Command, became the main target of the Russians. In total, the enemy launched 20 Shahed-131/136 unmanned aerial vehicles in Ukraine, of which 19 were shot down by air defense - 11 drones were shot down on the approach to the coast of Odesa. The kamikaze drones were approaching at a critically low altitude from the Black Sea.

A gas pipe in a five-story building caught fire, and apartments on three floors were on fire. Cars parked nearby were also damaged.

130 people were evacuated from the building, and a mobile heating station was set up at the site. Psychologists of the State Emergency Service provided assistance to local residents. As a result, the facade of the building over an area of 100 square meters was partially destroyed. The blast wave damaged eight cars, and four more burned to the ground. Three people were injured.
