In Mykolaiv region, an agreement was signed for the construction of a workshop with inflated prices for materials. The deal amounted to more than UAH 195 million.

This was reported by the Nashi Hroshi publication with reference to the Prozorro public procurement system.

The Atomenergomash branch of Energoatom has signed a contract with Pivdenspetsbudmontazh Trust LLC for the second stage of construction of an industrial building in Pivdenoukrainsk.

The total value of the contract is UAH 195.4 million, and the work is scheduled to be completed by April 30, 2025. The new facility will be a workshop for the production of reinforcing channels and pipeline elements.

This contract attracted attention because of the inflated cost of certain materials. For example, UAH 27.52 million was allocated for the Flamro ST-I flame retardant material, which is 14% of the total project cost. This material is priced at UAH 1,807 per kilogram, which is 25% higher than the import price excluding customs duties and VAT. Other costs include Kingspan KS 1150 TL wall sandwich panels worth UAH 10.8 million and B30 M400 concrete, the price of which is partially higher than the market price.

The contract also provides for subcontracting. Thus, Yuzhserviceelektromontazh LLC will perform electrical work (up to 20% of the volume), and AP Ukrstroy LLC will perform earthworks (up to 10%). Payment for the work performed is due within six months.

The agreement was signed without competition, following a tender announced through the Prozorro system. To participate in the tender, the company had to have experience in implementing similar projects.

The main contractor, Pivdenspetsbudmontazh Trust, is registered in Kostiantynivka, Mykolaiv region. Since 2016, the company has earned almost UAH 400 million in public tenders.

This raises questions about the transparency of procurement and the efficiency of using public funds.

The journalists also investigated a tender for the restoration of an infectious diseases hospital in Odesa. The works worth UAH 148.63 million will be performed by the Avis consortium, which received the order almost without competition. An analysis of the estimate and tender conditions revealed a number of suspicious aspects.

In the Kherson region, a 68-million contract for a school shelter was awarded to a company that had previously been accused of fraud, overcharging and misappropriation of budget funds. Beryslav's Academic Lyceum school signed a contract for the construction of a civil defense shelter for more than 68 million hryvnias without bidding.
