Two Odesa companies resorted to tender fraud and received a fine of hundreds of thousands

Two companies from the Southern Odesa region colluded during construction and reconstruction tenders. They were fined a total of over UAH 400 thousand.

This was reported by the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine.

They noted that it was a case of collusion between two companies - Yuzhspetsstrade PE and UNIVERSUS LLC - during the bidding process in 2021. These procurements were conducted by departments of various local authorities in the Odesa region, including Yuzhne City Council, Bereziv City Council, and Kuyalnytsia Village Council.

According to antimonopoly authorities, the procurement concerned the construction of storm sewers, major repairs of a sports ground and reconstruction of a stadium. The total expected cost of the works was over UAH 49 million.

The investigation found that both participants demonstrated coordinated behavior during the preparation and participation in the bidding process. On November 27, 2024, the Southern MTV recognized these actions as a violation of the law in the form of anticompetitive concerted actions, which led to a distortion of the tender results. As a result, the companies received fines totaling UAH 408 thousand.

The AMCU noted that in accordance with the Law of Ukraine "On Public Procurement", participants brought to justice for anticompetitive actions over the past three years may be excluded from participation in procurement.

Also in Odesa region , antitrust authorities exposed a collusion in public procurement and fined two companies UAH 10 million.

Earlier, in Odesa, the AMCU exposed collusion between companies in a tender for the procurement of elevator maintenance services.
