In Odessa, a building was left structurally unsound after a drone strike

It has already been half a year since the Russian attack, but residents of the damaged building in Odesa still do not know when its restoration will begin. City council officials have assured them that a technical inspection is currently underway.

During a meeting of the Odesa City Council’s executive committee, council members raised the issue of the condition of the residential building owned by the “Gidrobudivelnik-2” Housing Cooperative, which sustained significant damage after being struck by a Russian drone.

According to a council member, a large hole remains in the end wall of the building following the attack, and new cracks are appearing in the structure. He emphasized that with the approach of fall and winter, the building’s condition could deteriorate even further without proper preservation and repairs.

The deputy also reported that residents have repeatedly requested that at least the most urgent repairs be started; however, they say they have seen no progress.

In response, city officials stated that the building had already been inspected and a technical report commissioned. Once the results are received, the findings will be forwarded to the Department of Municipal Services, which will determine the next steps for restoration.

At the same time, officials were unable to specify a timeline for the start of repair work. They noted that, for now, they can only confirm the completion of the technical inspection, and it is currently unknown when the actual restoration of the building will begin.

The council member expressed concern that, in the absence of active restoration work, the damaged structures should at least be preserved. According to him, the sheet of plywood installed in the damaged wall cannot be considered a sufficient protective measure to prevent further deterioration of the building.

City council officials clarified that the building is currently evacuated, but its safety status remains under monitoring. Officials promised to provide further updates on the timeline for completing the technical inspection and subsequent decisions regarding the building’s restoration.

In March, the Odesa City Council decided that the city budget would cover the expenses of homeowners’ associations for the development of design and cost estimate documentation for the restoration of buildings damaged by Russian attacks.
