In Odesa, street lighting was profiting: police launch case

An overpayment of almost UAH 2.5 million for LED lights is being investigated in Odesa.

According to Anti-Corruption Dimension, the Odesa Police Investigation Department has launched a criminal investigation into possible violations during the purchase of LED lamps for the Odesmisksvitlo utility company.

In the summer of 2024, the company purchased 91 lamps worth more than UAH 2.45 million, but it turned out that the prices were significantly overstated. According to the investigation, the tender for the purchase was held in May-July 2024, and two more favorable offers were rejected in favor of Atlant-M Company from Poltava.

The State Audit Service became interested in the tender and found violations of the law. In particular, the question arose as to why the agreement was signed with this company, whose proposal did not meet the tender requirements. It is known that Atlant-M Company has already supplied lamps to Odesmisksvitlo before, including lower-power lamps worth almost UAH 1.6 million. However, the company, like many other Poltava-based firms, has received a significant number of orders from Odesmisksvitlo - about UAH 88 million in recent years.

Interestingly, Atlant-M Company is owned by Yevhen Hlazko, who previously worked as an assistant to a member of the Poltava Regional Council from the Opposition Bloc party. Now he is the leader of the regional organization of the Party of Peace and Development in Poltava region. This party was previously called the Opposition Bloc - Party of Peace and Development. According to the Chesno civic movement, in June 2019, it merged with the Odesa-based Trust the Deeds party and other pro-Russian forces before the parliamentary elections.

Meanwhile, Mykolaiv signed a contract for the supply of electricity for outdoor lighting with a company that has earned more than seven billion hryvnias in tenders over the past seven years. The head of the company has recently been investigated for a large-scale corruption scheme. The service is intended for the city districts, except for Korabelnyi district, Varvarivka, V. Korenykha, and M. Korenykha village.
