In Odesa region, a tender for the construction of a shelter for 69 million was held by an enterprise that had no right to do so

The tender for the construction of a lyceum shelter for UAH 68.6 million in the interests of the Department of Education, Culture, Youth and Sports of the Lyman Village Council of Odesa Oblast was conducted by the municipal enterprise Centralized Procurement Organization of the Odesa Oblast Council (CPO). However, the Law on Public Procurement does not provide for procurement of works through the CPO.

As Nashi Hroshi found out, the powers of the CPO are limited to procurement of goods and services.

"The customer independently procures works using the procedures defined by the Law. The Ministry of Economy has previously explained: CPOs can procure only goods and/or services in the interests of customers, but not works," the media noted.

They also explained that of all the clients, only the Recovery Agency was able to create a CPO to procure works and services.

Yuriy Dusheiko is temporarily acting as director of the Centralized Procurement Organization of Odesa Regional Council . And the Department of Education, Culture, Youth and Sports is headed by Natalia Katsyurina. Viktor Baklanov is the head of the Lyman village council. The construction of the lyceum will be funded by the European Union through the Ukraine Facility program. The contract with Bud-Marka LLC was signed directly by the Lyman Education Department.

According to media reports, in October 2024, Katsiurina was removed from office and placed under house arrest. She was suspected of abuse of office, which caused serious consequences. Under the article she was charged with, she faced three to six years in prison, a fine of UAH 757,000 to UAH 1.5 million, and a ban on holding certain positions for three years.

According to the criminal case file, on December 1, 2022, Katsiurina entered into a direct contract with Antikiller-Plus LLC for UAH 1.8 million without using the electronic system. The subject of the procurement was the repair and arrangement of a shelter for the Shcherban school. Subsequently, on December 12, 2022, the Education Department transferred UAH 1.8 million to the contractor for the work performed, of which UAH 341 thousand was unjustified.
