MP's firm gets opportunity to maintain roads in Odesa region for 173 million without auction

The State Enterprise "Local Road Service" has found a contractor for the operational maintenance of public roads of local importance in Berezovsky district.

The announcement was published in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The procurement was conducted in the format of open bidding with special features, and the only participant in this procurement was Berezivkaagroshlyakhbud Limited Liability Company. The company expects to pay UAH 173 million 50 thousand.

According to the YouControl service, Berezivkaagroshlyakhbud LLC was registered in Berezivka, Odesa region, in 2003. The final beneficiary is a deputy of the Odesa Regional Council , Prince Khachatryan , and his brother Robert.

These are sections of eight roads of regional importance:

• /T-16-15/ - Tsebrykove - /M-05/;
• Hrebenyky checkpoint - Znamianka;
• Novakove - Dzhuhastrove - Velykyi Buyalyk - Pavlynka - Kubanka;
• Ivanivka - Buyalyk - Onyskove - /P-55/;
• Dolynske - Maryanivka - /M-13/;
• Mykolaivka - Stryukove - Shabelnyky - /M-05/;
• Rozdilna - Poniativka - Koshary - Znamianka;
• Petrovirivka - Stavkove - /M-05/.

And 112 road sections of district significance. The total area of the road sections to be maintained by the contractor is 782,55 square meters.

The roadmaintainer will have to remove emergency greenery on the roadside, garbage, and snow in winter. It will also carry out patching repairs and arrange horizontal road markings with cold-applied plastic using a stencil marking machine.

In February, the Department of Housing, Architecture and Land Relations of the Podilsk City Council in Odesa Oblast held a tender to select a contractor to be paid for the ongoing repair of the roadways in Podilsk. The only participant was Atlant Budproekt Limited Liability Company, but the procurement was later canceled due to the inability to eliminate the identified violations of public procurement legislation. Then they made a second attempt, which was canceled due to the lack of further need for the procurement of goods, works and services, but eventually held a new procurement, in which Atlant Budproekt LLC participated with a competitor in the form of Berezivkaagroshlyakhbud LLC, which, despite asking for more money for the work - UAH 3 million 130 thousand against the competitor's UAH 2 million 850 thousand - won the contract.
