In Odesa, heat suppliers spent 100 million on insulation, fuel, and power generation

As Odesa prepares for the new heating season, the municipal enterprise “Odesa City Heat Supply” spent over 100 million hryvnias on purchases during the first half of the year. The bulk of the funds went toward fuel, cogeneration units, distributed generation facilities, and protective coverings for heating infrastructure.

Intent analyzed the company’s largest purchases via the Zakupivli.pro platform. It is worth noting that the analysis is based on the expected cost of purchases, as the starting price may decrease during auctions. 

The Odessa City Heat Supply utility began the new year by carrying out major repairs on two heat chambers on Knyaz Volodymyr the Great Street (totaling over 210 thousand UAH), purchased cables worth 203 thousand UAH, and insured its vehicle fleet for 842 thousand UAH. The purchase of natural sand cost 1 million UAH.

Another 4.8 million UAH was spent on calibrating measuring equipment. At the same time, major tenders for fuel (13.8 million UAH) and maintenance of imported Jenbacher cogeneration units (over 7 million UAH) failed in January—no bidders came forward.

In February, the company began construction of distributed generation systems (mini-power plants at boiler houses) to prevent the city from freezing during a blackout. Repairs to just one Jenbacher unit cost 4 million UAH.

To connect the cogeneration systems at two large boiler houses, cables worth 5 million UAH and 181,000 UAH were ordered. Additionally, contracts were signed for the construction of the generation facilities themselves, totaling 1.7 million and 1.4 million UAH. They didn’t forget about everyday needs either: waste disposal cost 2.6 million hryvnias, and 420,000 hryvnias were allocated for postage stamps and letters to debtors.

March turned out to be the most expensive month. The utility company announced a major tender for temporary mobile shelters for its facilities worth 41.5 million hryvnias. They also finally sorted out the fuel situation—tanks were filled with diesel worth 10 million hryvnias and gasoline worth 1.7 million hryvnias.

At the same time, construction continued on mini-power plants at three locations (Varnenska Street, Savelieva Street, and Ovidopolskaya Road), which together cost the budget another approximately 4 million UAH.  Tree trimming and landscaping around the heating mains cost over 1.5 million UAH.

During this period, the company shifted to a mode of routine repairs and administrative work, laying the groundwork for summer excavations. Smaller purchases of spare parts, tools, and fittings were made, and repairs to electric motors at the boiler houses continued (one such 250-kW motor cost 271 thousand UAH).

Part of the funds went toward approving the design and cost estimate documentation for the future reconstruction of the “Shkilna” and “Pivnichna-1” boiler houses, where the paperwork alone cost the city over 1.5 million UAH.

At the start of summer, the heating utility stepped up its activities again. The top priority was the procurement of equipment and construction materials for new facilities. A recent report from Prozorro shows the purchase of crushed stone for laying the foundations of a new gas-piston power plant on 28-Brigadi Street, as well as a tender announcement for new heat meters with installation kits worth over 240 thousand UAH.

The total value of procurements and planned contracts for the first half of the year exceeded 100 million hryvnias.

In addition, the municipal enterprise“Miskzelentrest” announced procurements worth tens of millions of hryvnias in the first months of 2026. The largest share of funds went toward fuel, utilities, the beautification of Odesa, and the maintenance of the city’s infrastructure.
