In Mykolaiv, 11 million will be spent on renovating the high school's basement

In Mykolaiv, a contractor has been selected to renovate the basement of Lyceum No. 38, which will be converted into a shelter for students and school staff. The contract was awarded without a competitive bidding process to a company for which this contract accounts for nearly half of its total revenue from government procurement.

<span><span><span><span><span><span>The Capital Construction Department of the Mykolaiv City Council conducted a procurement process to renovate part of the basement of Mykolaiv Lyceum No. 38. The winning bidder, TransBud-Yug Plus LLC, will receive 11.2 million hryvnias for the work. </span></span></span></span></span></span>

<span><span><span><span><span><span>The winner was selected through a non-competitive procurement process. The open bidding was canceled because no bids were submitted for participation in the open bidding by the deadline set by the contracting authority.</span></span></span></span></span></span>

<span><span><span><span><span><span>The project is fully funded from the local budget. Specifically, 3.3 million hryvnias were allocated directly from the local budget. An additional 7.8 million were funded through a subvention from the state budget to local budgets. The funds will be transferred to the contractor on a post-payment basis. According to the documents, the work must be completed by December 30, 2026. </span></span></span></span></span></span>

<span><span><span><span><span><span>According to the Youcontrol analytical system, the limited liability company “TransBud-Yug Plus” was registered on July 19, 2022. The company’s authorized capital is 20,000 hryvnias. The founder is Larisa Boyarintseva. Since 2025, the firm has earned over 22 million hryvnias from government tenders. This contract accounts for nearly half of the company’s earnings from procurement. </span></span></span></span></span></span>

In Mykolaiv, the contractor to build a radiation shelter for Kindergarten No. 126 has also been selected. The contract, worth over 98 million hryvnias, was awarded to ITC “Mykolaivbud” LLC. This company regularly wins city tenders. It was also the sole bidder in this particular procurement.
