A Kyiv-based company owned by a native of Odessa won a 4-billion road construction contract in the Mykolaiv region

The Mykolaiv Regional Recovery and Development Service conducted a procurement process to select a company to be paid for the reconstruction of the Odessa-Melitopol-Novoazovsk (to Taganrog) public highway of national importance.

The corresponding announcement was published on the Prozorro e-procurement system.

Two limited liability companies participated in the bidding process: “European Road Construction Company” and “Rostdorstroy.” The winner was “European Road Construction Company” LLC, which agreed to carry out the work for 4 billion 215 million hryvnias—100,000 hryvnias less than its competitor.

The project involves the reconstruction of 16 kilometers of road, which must be completed by December 20, 2028. “European Road Construction Company” LLC is one of the largest contractors in southern Ukraine. The company was founded in 2008 in Donetsk under the name “Altmost”; it is currently owned by Muslim Keloev, a native of the Odesa region.   

 In March, analysts from the OpenDataBot platform compiled a list of Ukrainian businesspeople whose companies generate revenue of 10 million hryvnias or more, identifying 100 such individuals in the Odesa region. Muslim Keloev tops the listas the owner of “PAID” LLC, which is engaged in the wholesale trade of solid, liquid, and gaseous fuels and related products, and “Promtechpostachinvest” LLC, which specializes in real estate leasing. The businessman’s total revenue amounted to 23 billion 651 million 34 thousand hryvnias. Nationwide, he ranked 30th.

The co-owners of the limited liability company “Rostdorstroy,”Yevhen Konovalov and Yuriy Schumacher, ranked 12th and 13th, respectively, earning 3 billion 644.3 million hryvnias and 3 billion 632.5 million hryvnias. In Ukraine, they ranked 323rd and 324th, respectively.
