The Zaporizhzhia Oblast Reconstruction and Development Service conducted a procurement to select a contractor to be paid for the maintenance of public roads of national importance in Zaporizhzhia Oblast within the government-controlled territories of Ukraine.
According to the Center for Public Investigations, the relevant information is available in the Prozorro electronic procurement system, and three limited liability companies participated in the auction: "European Road Construction Company, Automagistral-Pivden, and VAYT.
The most favorable offer was recognized as the one offered by European Road Construction Company LLC, which agreed to work for UAH 773 million 864.9 thousand. If the deal is concluded, the company will have to maintain the roads until March 31, 2028.
According to the YouControl system, the European Road Construction Company Limited Liability Company was registered in 2008 in Kyiv. However, the founder of this company is the limited liability company "PAD", the ultimate beneficiary of which is Maslim Keloyev. He is also the ultimate beneficiary of the European Road Construction Company LLC.
Another Odesa-based company, Avtomagistral-Pivden, was the winner's closest competitor, offering UAH 778 million 197.4 thousand at the second stage of the auction. Interestingly, the winner offered the same amount at the first step, but 70 kopecks more than Avtomagistral-Pivden, meaning that if Avtomagistral-Pivden had been recognized as the winner, the difference between the bids would have been less than a hryvnia. However, the European Road Construction Company decided to lower its expectations even further.
Earlier, the State Agency for the Restoration and Development of Infrastructure of Ukraine signed an agreement with Avtomagistral-Pivden LLC to overhaul the section of the highway from Lviv to Rava-Ruska.
