A shelter for a kindergarten in Mykolaiv worth up to 100 million hryvnias: a regular contractor won the bid

In Mykolaiv, local authorities have decided who will build a radiation shelter for Kindergarten No. 126—a contract worth over 98 million hryvnias was awarded to a company that regularly wins city tenders.

This information is available on the Prozorro public procurement system.

In June, the Capital Construction Department announced a tender for the construction of a new shelter for Kindergarten No. 126, located at 135 Tsentralnyi Avenue in the city’s Central District.

The cost of the work is 98.09 million hryvnias. Funding for the project will come from the European Union through the Ukraine Facility program and the city budget.

Only one bidder participated in the tender: ITC “Mykolaivbud” LLC. The company offered 98,049,097.44 hryvnias, including VAT, and this amount remained unchanged.

The contract was signed on July 10. The work is scheduled to be completed by December 30, 2027.

The shelter is designed to accommodate 205 people.

According to YouControl, ITC “Mykolaivbud” LLC was registered in Mykolaiv in 2017.

The company’s owners are Svitlana Belinska, Andriy Matveev, and Yaroslav Matveev. Each of them owns 33.33% of the company.

This is not the company’s first contract with the city. Previously, it renovated two gyms at the “Zorya” sports complex, as reported by the Center for Public Investigations.

In 2023, the city council itself filed a lawsuit against the city administration and this company. They demanded that the results of the procurement process for the renovation of Naberezhna Street—from Moskovska Street to the pontoon bridge—be annulled. The reason was that the costs exceeded the permitted budget limits.

The company also renovated the Administrative Services Center—a project that cost the budget over 9 million hryvnias. The work was originally scheduled to be completed by December 10, 2024, but the deadline was extended several times—most recently to January 31, 2025.

And in late November 2024, the firm received another contract—to repair the roof of one of the high schools, which was to be completed by January 31, 2025. Once again, it was the sole bidder in the tender.
