In Kherson, the city council won a lawsuit against an advertising company to collect a debt related to billboards

The Commercial Court of Odesa Oblast ordered the Kherson-based company "Svit Inform" to pay 289,000 hryvnias in debt to the city council for the placement of advertising structures. The debt had accumulated even before the start of the full-scale invasion.

Intent learned of this from the court’s ruling.

The Kherson City Council’s Department of City Marketing and Tourism filed a lawsuit against “Svit Inform” LLC back in December 2025. The company leased space from the city to place billboards under four contracts signed between 2019 and 2021.

Under the terms of the agreements, the firm was required to pay monthly fees for the use of the advertising spaces. However, according to the plaintiff, the company failed to fulfill its obligations.

Charges for advertising spaces in Kherson were suspended starting in March 2022—a decision made by the city’s military administration due to hostilities. Therefore, the court considered the debt only for the period up to February 28, 2022.

In total, the debt under the four contracts amounted to over 174,000 hryvnias. Penalties, fines, 3% annual interest, and inflation-related losses were added to this amount—bringing the plaintiff’s total claims to 289,402 hryvnias.

While the court proceedings were ongoing, the company made several partial payments toward the debt—in installments of 3,000 hryvnias each. In total, during the course of the case, the company paid 15,000 hryvnias, so the court dismissed the proceedings regarding this portion of the claims.

The defendant did not exercise its right to file a defense against the claim.

The court fully granted the city council’s claim. “Svit Inform” LLC was ordered to pay the principal debt of 153,066 hryvnias, a late payment penalty of 11,553 hryvnias, and a fine of 8,093 kopecks.

The company was also ordered to pay court fees totaling 3,472 hryvnias and 82 kopecks.

According to YouControl, “Svit Inform” LLC was registered in Kherson in 2019. Its director is Kostyantyn Yakushevsky.
