Hospital in Odesa region chose a contractor for 20 million after rejecting a more favorable offer: it was accused of collusion

The Ananievo Multidisciplinary City Hospital in Odesa Oblast has chosen a contractor for the overhaul of its protective structure on the second attempt, rejecting a cheaper offer.

According to the Center for Public Investigations, this was reported in the Prozorro electronic procurement system.

The expected cost of the purchase was 20 million 74 thousand hryvnias. Two bidders came to the auction: Eurospetsmontazh LLC and Design and Construction Company UKRINVESTBUD LLC. The latter offered to make repairs for UAH 18 million 700 thousand, which is UAH 1 million 370 thousand less than the expected cost. However, the customer rejected the proposal under various pretexts and chose Eurospetsmontazh LLC as the winner, which is ready to overhaul the shelter for UAH 20 million 23 thousand.

In its turn, UKRINVESTBUD Design and Construction Company LLC disagreed with the contracting authority's decision and accused Ananievo Multidisciplinary City Hospital of violating Ukrainian law and colluding with another bidder.

The company believes that the decision to reject the proposal of Ukrinvestbud LLC for the overhaul of the shelter in the amount of UAH 18,700,749.78 is unreasonable and contrary to the principles of fair competition, economic efficiency, openness, non-discrimination, objectivity, and prevention of corruption. The company's offer was more favorable than the offer of its competitor, Eurospetsmontazh LLC, whose amount was UAH 20,023,746.38.

Ukrinvestbud LLC refutes the grounds for rejecting their tender proposal, pointing to deficiencies in the competitor's documents and the lack of substantiated claims by the procuring entity regarding their proposal. They also point out that the procuring entity did not provide time to eliminate the deficiencies, which is a violation of the current legislation of Ukraine.

According to the YouControl online analytical system, the winning bidder, Eurospetsmontazh LLC, was registered in 2018 in Odesa at Ilfa and Petrova streets. The owner is Viktoriia Levashyna from Mariupol. The list of founders also includes two other people from Donetsk region - Eduard Koshelev and Oleksandr Berezhnyi.

Earlier, the village of Chornomorske, near Odesa, selected a contractor who agreed to build a new family medicine outpatient clinic for more than UAH 50 million. But the bidding failed.
