Hospital in Odesa Oblast Selected a Supplier of Reagents for 4 Million without an Auction

The municipal non-profit enterprise Velykomykhailivska Multidisciplinary Hospital of the Velykomykhailivska Village Council of Odesa Oblast has conducted a procurement to select a supplier of reagents.

The relevant information is available in the Prozorro electronic procurement system.

The procurement is for 42 reagents to be delivered by December 21, 2026. The company will have to pay UAH 4 million 376.6 thousand for this. The procurement was conducted in the format of open bidding with special features, and only one company participated in it - Labvita Limited Liability Company.

According to the YouControl service, Labvita Limited Liability Company was registered in Kyiv in 2012. Currently, the owners are Olena Korobkova from Odesa and Ivanna Stupa from Kyiv.

Until 2024, the company was owned by a citizen of the Republic of Belarus, Elena Latushko. In 2022, analysts from the R&D center YouControl linked Olena Latushko to Belarusian companies that participated in Belarusian tenders for the purchase of equipment for medical institutions at inflated prices.

Meanwhile, a military unit from Odesa region conducted a procurement to select a supplier of batteries for FPV drones and chose the more expensive of two close offers.

Initially, the winner was determined to be Habiks Limited Liability Company, which offered 22 million hryvnias for the batteries. According to the YouControl service, the company was registered in 2024 in Odesa. The owner is Vladyslav Polishchuk from Odesa.

However, the company' s offer was later rejected in favor of its closest competitor, Obolon Group LLC, which asked for UAH 22 million 68 thousand for the work. The company was registered the same year in Kyiv. The owner is Sofia Strukova from Kyiv.
