For the third time, Dobroslavska firm is selected as a contractor for a multi-million dollar tender in Odesa

The municipal enterprise "Service Center" conducted a procurement to select a company that will be paid for the overhaul of the civil defense facility at the following address: 6 Ovidiopolska Road, Odesa.

The relevant information is available in the Prozorro electronic procurement system.

It is about the final works that Stany Magnum Limited Liability Company, if the agreement is concluded, will have to perform by December 31 for UAH 5 million 219.9 thousand. This is the third attempt by the utility to conduct this procurement with the participation of this company alone.

According to the YouControl service, Stany Magnum LLC was registered in Dobroslav, Odesa Oblast, in 2001. The owner is Olga Kumatrenko.

The first attempt to conduct the procurement was made in early July. At that time, Stany Magnum was expecting to conclude a deal, but the tender committee found inconsistencies in its tender documents and rejected the offer. So the tender was canceled due to the lack of offers.

The second attempt to conduct the procurement was made in August, again with the participation of Stany Magnum LLC, and was canceled again because it was impossible to eliminate the identified violations of public procurement legislation. In particular, the company submitted as part of the tender proposal the estimate documents for the missing facility at the same address - 6 Ovidiopolska Road.

However, the Service Center and Stany Magnum LLC already have positive experience in holding tenders with the participation of the latter. In July, the Service Center Municipal Enterprise held a tender to select a company that will be paid for the overhaul of the civil defense facility at the following address: 6A, Shkodova Hora Street, Odesa, with the participation of this company only, and concluded a 6-million-dollar agreement with it.

Each time, the procurement was conducted in the format of an open tender with special conditions. Open bidding with special conditions means that almost all terms are shorter than those in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
