For the fifth time, Raukhivka decided to find a contractor to build a kindergarten for 147 million

For the fifth time, the Raukhiv village council of Bereziv district, Odesa region, has decided to hold a tender to select a reconstruction of a preschool education institution (nursery school) for more than 147 million.

The relevant information was published in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The new auction is scheduled for September 24 in the format of open bidding with special features. The cost of the reconstruction will be 147 million 378 thousand 595 hryvnias.

According to Prozorro, the previous agreement with Donstroy Limited Liability Company from Luhansk region was terminated by mutual agreement of the parties. However, in July, the Territorial Department of the Bureau of Economic Security in Odesa Oblast reported that its analysts had identified several risky tenders where the same company was the contractor.

The Raukhiv village council did not hold a full-fledged auction and determined a single participant as the winner. It was Donstroy LLC. The BES staff found that the contractor had overstated its financial statements to participate in the tender procedure. The purpose of such actions, according to analysts, was to artificially increase the company's financial capacity, as this is one of the qualification criteria provided for in the procurement requirements.

The company also had no material and technical base and an insufficient number of employees with the appropriate qualifications, which indicates that it was unable to perform construction work on its own. In addition, the company is registered in the territory not controlled by Ukraine.

This auction has been canceled three times before: once for lack of bids, and twice due to a reduction in spending on procurement of goods, works and services.

For example, in February of this year, the Odesa Regional State (Military) Administration reported saving UAH 370.5 million from the cancellation of tenders in the region that were considered inappropriate during the war. It was about 50 procurements in all seven districts of the region.

The first place in terms of procurement value goes to the reconstruction of a kindergarten in the village of Raukhivka, Bereziv district, Odesa region. This auction was announced for the third time in January 2024 with an expected procurement value of UAH 147 million 524.8 thousand. The procurement was officially canceled because the costs for the procurement of goods, works and services were reduced.

The commentary to this stated that the Ministry of Community Development, Territories and Infrastructure of Ukraine is the main spending unit on this issue, and the approval of the budget allocation plan is expected in the near future. The draft regulatory act on the allocation of budget allocations was in the process of approval, so it became necessary to terminate the procurement procedure.
