Court refuses to remove electronic bracelet from Odesa ex-military commander Borisov

The Prymorskyi District Court of Odesa has rejected the motion of the lawyers of the former head of the Odesa Regional Territorial Center for Recruitment and Social Support, Yevhen Borysov, to change the preventive measure and cancel certain procedural obligations.

As reported in the court's ruling, the lawyers asked to reduce the bail for Yevhen Borysov, as well as to allow him to travel outside the Odesa region and remove his electronic monitoring bracelet.

The lawyers argued that in December 2025, he got a job as a freight forwarder at Atoll Granum and needed to move around Ukraine to perform his duties. And the bracelet was requested to be removed allegedly because Yevshen Borysov had developed eczema because of it, which required treatment, i.e., the electronic control device significantly disrupts the normal way of life of a person, causes significant inconvenience and poses a health hazard.

However, the judges decided that in the case of Yevhen Borysov, there was a reasonable suspicion that he would try to escape. The court also left bail in the amount of 44 million 420.8 thousand hryvnias, and at the request of the prosecutor, extended the term of the duties imposed on Yevhen Borysov for two months.

In March, the defense of the former military commissar had already resorted to similar measures, but also unsuccessfully. After that, the lawyers recused the prosecutor, emphasizing his bias and lack of understanding of the rules of criminal procedure. The prosecutor objected and called the statement unfounded.

On February 9, the Primorskyi Court of Odesa began hearing the case, and before that, the court decided to merge two criminal proceedings against Yevhen Borisov into one case. The case is about unauthorized leaving military service and obstructing the lawful activities of the Armed Forces of Ukraine. He was also left with only one bail - in the amount of 44 million hryvnias.

In January 2026, the Prymorskyi District Court of Odesa decided to cancel the bail measure imposed on the former head of the Odesa Regional Territorial Center for Manning and Social Support, Yevhen Borysov, and return 20 million to those who had contributed the funds.
