The Dachna village council in Odesa region is preparing to sign an agreement with a contractor for the construction of a radiation shelter at the school that will be able to withstand a nuclear explosion.

The relevant information was published on the Prozorro platform.

The auction in the format of open bidding with special features was held on October 18. It was attended by a single participant who offered to build the shelter for UAH 115 million 181 thousand, which is more than UAH 2 million less than the budget. Thus, Premiumstandardbud Construction Firm LLC was awarded the contract without competition. The company is currently awaiting the signing of the contract with the village council.

The requirements for the structure are to create proper conditions for the people to be sheltered within 48 hours and to ensure an appropriate degree of protection from the predictable impacts of hazards that may arise as part of the hazards of an emergency, military (combat) operations and terrorist acts.

An underground shelter should provide an appropriate degree of protection against:

According to the technical documentation, the building for 650 people will be equipped with a medical office, a cafeteria, water tanks, food warehouses and redundant life support systems. In addition, there will be facilities for children's education and recreation.

According to the YouControl service, Premiumstandardbud Construction Firm LLC was registered in 2019 in Kyiv. The owner is Andrii Hlazkov from Odesa.

It should be added that Dachnenka village council had previously signed a contract with the said company for the construction of a water supply system. At that time, Odesagrogaz LLC and Premiumstandardbud Construction Firm LLC were awarded contracts without competition, as no one else came to the open bidding. The Nashi Groshi publication accused the village council of inflated prices.
