Company of former MP's assistant to repair premises for Odesa criminal experts

The Odesa Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine has conducted a procurement to select a contractor to be paid for the overhaul of laboratories and premises of the administrative building.

This was reported by the Center for Public Investigations with reference to the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features, and the only company that participated in it was Bessarabiyastroy Limited Liability Company. According to the YouControl service, Bessarabiyastroy LLC was registered in 2016. The owner is currently Serhiy Ratkov. The company expects to receive UAH 4 million 162.2 thousand in the event of a deal. Serhiy Ratkov used to be an assistant consultant to former Odesa Regional Council deputy Oleksandr Kashcha, who is now a representative of "Doviruy Dilam" in the Bolhrad District Council.

In September, the Executive Committee of the Kiliya City Council selected a contractor for the overhaul of the municipality building. At that time, an agreement was signed with Bessarabiyastroy LLC for UAH 955.3 thousand, and the work is to be completed by December 20, 2025.

In March, the Plakhtiyevo Secondary School in Bilhorod-Dnistrovskyi district of Odesa region held a procurement to select a company that would be paid for the overhaul of the roof and implementation of energy saving measures. The procurement was conducted in the format of an open tender with special conditions, and the only participant was Bessarabiyastroy Limited Liability Company. An agreement was signed with the company for UAH 4 million 372.9 thousand.

As noted by the publication "Anti-Corruption Dimension", Serhiy Ratkov previously worked in the ranks of the State Emergency Service and also ran for the district council from the party "Nash Krai". From 2016 to 2024, officials signed 102 contracts with his company for more than 172.3 million hryvnias. In addition, Ratkov has a clone company, Besarabiyastroy, with which budgetary institutions signed another 59 contracts worth UAH 11.3 million.
