Company of former deputy's assistant selected to repair city council building in Kilia

The Executive Committee of the Kiliya City Council has selected a contractor for the overhaul of the municipal building.

The announcement was published in the Prozorro e-procurement system.

The procurement was conducted in the format of open bidding with special features and the only participant was Bessarabiyastroy Limited Liability Company. The company expects to pay UAH 955.3 thousand, and the works are to be completed by December 20, 2025.

According to the YouControl service, Bessarabiyastroy LLC was registered in 2016. The owner is currently Serhiy Ratkov.

In March, the Plakhtiyivka secondary school in Bilhorod-Dnistrovskyi district of Odesa region held a procurement to select a company that will be paid for the overhaul of the roof with the implementation of energy saving measures. The procurement was conducted in the format of an open tender with special conditions, and the only participant was Bessarabiyastroy Limited Liability Company. An agreement was signed with the company for UAH 4 million 372.9 thousand.

As noted by the publication "Anti-Corruption Dimension", Serhiy Ratkov previously worked in the ranks of the State Emergency Service and also ran for the district council from the party "Nash Krai". From 2016 to 2024, officials signed 102 contracts with his company for more than 172.3 million hryvnias. In addition, Ratkov has a clone company, Besarabiyastroy, with which budgetary institutions signed another 59 contracts worth UAH 11.3 million.

Also, Serhiy Ratkov used to be an assistant consultant to the former deputy of the Odesa Regional Council Oleksandr Kashcha, who is now a representative of "Doviruy Dilam" in the Bolhrad District Council.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

After the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and for 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
