Chornomorsk chose a projector supplier for 2 million without an auction

The Education Department of the Chornomorsk City Council of Odesa Oblast has conducted a procurement to select a company that will be paid for multimedia equipment for schools.

The relevant information is available in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions. The only participant was Didacticlab Limited Liability Company. According to the YouControl service, this company was registered in Kyiv in 2019 and is owned by Yulia Bondarenko, a resident of Kyiv.

The company expects to receive 2 million 188 thousand hryvnias for which it will supply two sets of multimedia equipment type 1 and nine sets of multimedia equipment type 3.

Type 1 consists of an interactive whiteboard: a direct projection board with the possibility of wall mounting; white working surface, hard, with a special anti-gloss coating, resistant to damage, designed, in particular, for writing on it with water-based markers; minimum diagonal 89 inches. The size and aspect ratio of the whiteboard's working surface must match the size and aspect ratio of the projector's projection image; the whiteboard must provide the ability to manage content directly with the touch of fingers and a stylus or marker; the warranty period for the whiteboard is at least 3 years, from the manufacturer. As well as a multimedia projector with a short-focus lens.

All of this is equipped with basic software for a multimedia projector: for creating and viewing interactive educational content; compatible with the operating system of the teacher's personal computer.

Type 3 is an interactive panel with a diagonal of at least 86 inches; image resolution of at least 3840×2160 pixels; touch technology for managing content using fingers or a stylus/marker; protective, tempered, anti-reflective screen glass; infrared sensor technology and a matrix lifespan of at least 50 thousand hours.

This is not the first time Didacticlab LLC has been awarded such a contract without competitors. In May, the municipal institution Center for Financing and Economic Activity of Educational Institutions of the Kyiv District of Odesa held a tender for the selection of a supplier of multimedia equipment sets with one participant. The only bidder was Didacticlab Limited Liability Company. The company supplied equipment for schools in Kyiv district for UAH 6 million 360.4 thousand.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
