Capital Construction Department spent 30 million on reconstruction and fire safety

In early 2025, the Mykolaiv City Council's Capital Construction Department planned dozens of purchases worth millions of hryvnias, with the largest expenditures including the reconstruction of the Palace of Creativity and the repair of the Zorya sports complex. The money was also spent on engineering projects, fire safety in schools and hospitals, utilities, and the city council's media presence.

Intent, with the help of the procurement platform Zakupivli.pro, decided to investigate what the Mykolaiv Capital Construction Department spent money on from the city budget in the first four months of 2025.

In January 2025, the largest project of the institution was the reconstruction of the Palace of Student Creativity in Mykolaiv: more than UAH 15 million was allocated for it. In addition, 215 thousand were allocated for technical supervision of these works, and another 32 thousand for author's supervision.

UAH 1.5 million was allocated to adjust the design estimates for the overhaul of the Zorya sports complex.

Funds were also allocated for memorial construction. In particular, 67 thousand hryvnias were allocated for engineering and geological surveys for the construction of a memorial complex on the territory of the Central City Cemetery in the Ingul district, and another 58.3 thousand for similar works in the Korabelny district. In addition, another UAH 2.7 million was allocated for the engineering design of both sites.

In late January, a tender was announced for the overhaul of the storage facility on Volodarskoho Street. The cost of the work amounted to UAH 12.6 million, with an additional UAH 173 thousand allocated for technical supervision.

Among the medical facilities, the City Emergency Hospital received funding - UAH 41 thousand for engineering design. Also, UAH 378 thousand was spent on designing a fire alarm system for City Hospital No. 4.

Other expenses include UAH 275 thousand for design work for the new construction of non-residential buildings at various addresses. More than UAH 13 thousand was spent on the production and issuance of technical specifications for water supply for shelters at the Mykolaiv Academy of Children's Creativity Lyceum, gymnasiums, and kindergartens.

UAH 135 thousand was allocated to correct fire safety documentation for Mykolaiv Lyceum No. 75. Another UAH 1.2 million was allocated for the engineering design of fire alarms for Lyceum No. 47, gymnasiums No. 11, No. 35, No. 39 named after Yuri Makarov, and eight preschools.

Utilities, such as waste disposal and centralized water supply, cost the department about 30 thousand hryvnias. The office costs UAH 2 thousand, and the publicity services cost more than UAH 40 thousand.

Thus, at the beginning of 2025, the Capital Construction Department of Mykolaiv City Council spent more than UAH 30 million, most of which was spent on the reconstruction and overhaul of social facilities, shelters, medical and educational institutions.

In early 2025, the Department of Urban Planning and Architecture of Mykolaiv Regional State Administration spent more than UAH 650 million on the construction of shelters and energy modernization in educational and healthcare facilities. In 2024, most of the funds were spent on school repairs, protective shelters, and water supply reconstruction. The total amount of the largest purchases exceeded UAH 1.5 billion.
