In Mykolaiv, a contract for the design of a memorial to the military was signed without an auction

The Mykolaiv City Council's Capital Construction Department has signed a contract for the engineering design of a memorial complex dedicated to the memory of fallen soldiers without holding an auction.

According to the Prozorro public procurement system, the complex is to be built on the territory of the Central City Institution on Kherson Highway.

The contractor has to complete the work by February 10, 2026. The design work was ordered from the individual entrepreneur Myroslav Dzvonkovsky.

The contract amount is UAH 1 million 484 thousand 972. The contractor has to complete the engineering and geological works by December 31, 2026, but the terms may be extended or shortened by agreement of the parties.

The works are divided into two stages: project creation and development of working documentation. In 2025, UAH 487 thousand is allocated for the works, and in 2026 - UAH 997 thousand 316.

It was planned to create a memorial complex dedicated to the memory of fallen warrior heroes in Mykolaiv back in the summer. Then an all-Ukrainian architectural competition was held for the best design proposal for the memorial complex.

The winners of the competition were architects Andrii and Volodymyr Didiuk from Kamianets-Podilskyi. The design and estimate documentation is planned to be developed based on the conceptual ideas of the competition project with the finalization of constructive solutions. The memorial will consist of three torn walls located along the site with an offset from each other. Architects interpret this symbolic fracture as a turning point in Ukraine's struggle for independence.

According to the Dream ecosystem, the goal of the project is to create a minimalist space that reflects modern values and honors the memory of fallen heroes. The site is divided into two parts: "Grieving Mother" and the memorial. This environment is intended for public events in the park and short-term visits to the memorial.

The estimated construction budget is UAH 12 million, and the construction period is 9 months. The balance holder is the Mykolaiv Funeral Service, the customer is the Department of Architecture and Urban Development, and the initiator is the Mykolaiv City Council. The project is currently in the preparation stage and requires funding.

According to the YouControl online analytical system, Myroslav Dzvonkovskyi was registered as a sole proprietor in 2015, based in the village of Patsykiv, Ivano-Frankivsk region. The sole proprietor earned the same UAH 1.4 million in public tenders for which he signed the contract, as he had not participated in them before.

Also, the municipal enterprise "Ritual Service of Kherson" announced a tender for the purchase of memorial complexes to honor the memory of fallen soldiers buried at the Geologists Cemetery. The expected cost of the purchase is UAH 6 million.
