Kherson region needs $35 billion to rebuild

The Kherson region needs the most funds for reconstruction among the southern regions of Ukraine - $35.2 billion. This estimate is provided in the fourth report of the World Bank, covering the period from the beginning of the full-scale invasion to the end of 2024.

Kherson region has become the leader among the southern regions in terms of damage, far ahead of neighboring Mykolaiv and Odesa regions. According to analysts, Mykolaiv region will need $16.1 billion to restore, and Odesa region - $10.4 billion.

In general, the report notes that the main areas that need funding are the restoration of housing, transportation infrastructure, energy, business, and the agricultural sector. Housing accounts for the largest share, almost $175 billion over the next 10 years.

Since the beginning of 2025, the Service for Infrastructure Restoration and Development in Kherson Oblast has initiated public procurement totaling more than UAH 2 billion. UAH 902 million 693 thousand 740 was allocated for the new construction of private residential buildings in Posad-Pokrovsky. UAH 350 million 115 thousand 704 was allocated for the maintenance of public roads of national importance in Beryslav and Kherson districts.

In addition, billions of hryvnias have been allocated to restore critical infrastructure in the Mykolaiv region, in particular to improve transportation links and ensure stable water supply. In total, the Infrastructure Restoration and Development Service in Mykolaiv region has planned more than UAH 13 billion for the largest procurements in 2024.
