During the first 16 days of September, 10.77 billion hryvnias were allocated among companies carrying out roadwork. The largest amounts went to “Avtomagistral-Pivden”—nearly 2.96 billion hryvnias—and “Autostrada”—over 2.76 billion.
This was announced by Maksym Shkil, founder of the “Autostrada” group of companies .
Shkil published a table detailing the distribution of funds and noted that the companies received this money for road repair work completed over the past two weeks. According to him, the companies had been waiting more than six months for payment for the work they had done.
In total, the table lists 14 recipients who were transferred 10 billion 772 million 665 thousand 627 hryvnias between September 1 and 16.
The largest amounts were received by:
- "Avtomagistral-Pivden" — 2 billion 956 million 145 thousand 974 hryvnias;
- "Autostrada" — 2 billion 765 million 19 thousand 312 hryvnias;
- "Rostdorstroy" — 1 billion 465 million 77 thousand 561 hryvnia;
- "Paritetbudinvest" — 678,438,260 hryvnias;
- "EDBK" — 531,706,602 hryvnias;
- "SHRBU No. 82" — 459,907,871 hryvnias.
Next on the list are "Energy and Road Construction" with 396.9 million hryvnias, ABZ "Eurobud-Asphalt" — 349.8 million, "Techno-Bud-Center" — 276.8 million, and other companies.
Shkil stated that “Autostrada” has the largest volume of completed work in the country—nearly 40%. According to him, the state’s debt to the company for road repairs amounts to nearly 12 billion hryvnias, but in the first half of September, it received 2.7 billion.
At the same time, the entrepreneur claims that the debt owed to another market participant amounts to about 6 billion hryvnias, while he, according to him, was allocated about 3 billion. Shkil called this distribution of funds non-transparent and uneven.
The founder of “Autostrada” also stated that the company had repeatedly informed officials about the uneven distribution of funding; however, he said, the situation has not changed.
Separately, Shkil stated that the day before, the Ministry of Finance of Ukraine unilaterally suspended funding for capital expenditures. In his opinion, this could lead to a halt in work on energy infrastructure protection, the implementation of sustainability plans, and the completion of projects already underway.
Accordingto theYouControl service, the sole owner of “Autostrada” is “MS Capital” LLC, registered in Vinnytsia. The company owns 100% of “Autostrada’s” authorized capital, which amounts to 1.1 billion hryvnias.
“MS Capital” is part of the “MS Capital” financial and industrial group, whose ultimate beneficiary isMaksym Shkil. The group also includes logistics, retail, and agricultural enterprises.
It is worth noting that "Autostrada" is one of the largest contractors for state infrastructure projects. The company participated in the "Great Construction" program and regularly receives large contracts from the government.
The company has been receiving government contracts since 2017. The largest volume of contracts was recorded in 2024, when their total value exceeded 35.3 billion hryvnias. In total, over the course of its operations, “Autostrada” has fulfilled contracts worth nearly 99 billion hryvnias.
In 2026, the company received contracts from the Infrastructure Restoration and Development Service in the Zhytomyr, Cherkasy, Zaporizhzhia,Mykolaiv, Odesa, Dnipropetrovsk, Rivne, Kharkiv, Sumy, and Chernihiv regions.
At the same time, “Autostrada” has repeatedly been the subject of journalistic investigations and criminal proceedings related to government contracts.
