A company owned by an Odessa lawmaker lost a 2.5-billion contract

The tender for the major repair of more than 12 kilometers of the H-24 Blahovishchenske–Mykolaiv state highway in Mykolaiv Oblast, with an estimated cost of nearly 2.5 billion hryvnias, has been canceled. The procurement was canceled after the submission and review of bids had already been completed due to violations of public procurement laws that the contracting authority was unable to remedy.

This is evidenced by data from the Prozorro electronic public procurement system.

The Infrastructure Restoration and Development Service in Mykolaiv Oblast canceled the open tender for the major repair of the H-24 Blahovishchenske–Mykolaiv (via Voznesensk) highway on the section from km 134+050 to km 146+497.

The estimated cost of the procurement was 2 billion 479 million 665 thousand 988 hryvnias. The subject of the tender was the major repair of 12.142 kilometers of the road. According to the tender documentation, the repairs were scheduled to be completed by December 20, 2029.

The contracting authority was the Infrastructure Restoration and Development Service in the Mykolaiv region. The procurement was announced on June 12, 2026, through an open bidding procedure. The winner was to be determined based on a single criterion—the lowest price. Funding for the repairs was planned to come from the state and local budgets, as well as other sources not prohibited by law.

Only one bidder participated in the tender—Rostdorstroy LLC. The company offered to perform the work for 2 billion 474 million 706 thousand hryvnias, which is approximately 5 million hryvnias less than the expected cost of the procurement.

After the bid was opened, the contracting authority extended the review period to 20 business days. The decision noted that this was due to the significant number of documents that needed to be reviewed, as well as the possibility that it might be necessary to verify the accuracy of certain information provided by the bidder.

However, on July 16, the procurement was officially canceled. As stated in the cancellation notice, the reason was the inability to remedy the identified violations of public procurement legislation.

The contracting authority explained that the tender documentation lacked mandatory information required by the procurement regulations under the Plan of Ukraine, approved by Cabinet of Ministers Order No. 244, as well as the Specifics of Public Procurement, approved by Cabinet of Ministers Resolution No. 1178. As a result, it was not possible to enter into a contract with the sole bidder.

According to the YouControl analytical system, Rostdorstroy LLC is owned by Yuriy Schumacher, a member of the Odesa City Council, and businessman Yevgeny Konovalov. The company’s founders also include the Austrian company “Juttema AU GmbH,” registered in Vienna.

The company was founded in 2005 and specializes in the construction of roads and highways. It is one of the largest road construction contractors in Ukraine and regularly participates in government tenders.
