The Odessa City Council’s Road Maintenance Department has launched a procurement process to select a contractor who will be paid to perform routine repairs on Odessa’s municipally owned street and road network.
This information was published on the Prozorro e-procurement platform.
The project covers eight locations: Kyiv Highway (second phase), 10 Kvitnya Square, Pirogovsky Lane (public transit stop), 23 Kanatna Street (public transit stop), the corner of Kanatna Street and Italian Boulevard (public transit stop), Balkivska Street at the corner of Chornomorskoho Kozatstva Street (tram tracks), Kherson Uzviz (tram tracks), and Akademichna Street at the corner of 10 Kvitnya Square (tram tracks).
The sole bidder for the contract was the limited liability company “Rostdorstroy.” Upon signing the agreement, the company will receive 15 million 832.9 thousand hryvnias. It will operate until December 31.
Accordingto theYouControl analytical system, “Rostdorstroy” is owned byYuriy Schumacher, a member of the Odesa City Council, and businessmanYevgen Konovalov. Among the founders is also the Austrian company “Yuttema AU GmbH” from Vienna. The company was founded in 2005 and specializes in the construction of roads and highways.
In August 2025, the company had already secured a contract worth over760 million hryvnias. In May of that same year, Rostdorstroy again wona tenderwithout competition for 300 million hryvnias to maintain 689 km of state roads in the Mykolaiv region. At the same time, the firm received another contract in the Kherson region—for road repairs in the Beryslav district worth 160 million. After the contract was signed, auditors noticed signs of irregularities and began monitoring the procurement.
That same May, the company securedtwo large-scale contractsin the Mykolaiv region worth over one billion hryvnias—again without any competition. At the same time, it was already implicated in a case involving the non-fulfillment of previous contracts.
Despite scandals, conflicts with anti-corruption agencies, ties to politicians, and numerous journalistic investigations, “Rostdorstroy” consistently receives contracts worth billions from the budget. Today, the company has dozens of contracts and massive profits to its name, yet it is constantly featured in critical media reports.
