A Vinnytsia-based company has won a 450-million tender to repair the highway to Mykolaiv

"Autostrada," a Vinnytsia-based company that regularly receives multimillion contracts from the Infrastructure Restoration and Development Service, has won the bid to repair sections of the H-14 highway between Oleksandrivka, Kropyvnytskyi, and Mykolaiv. The cost of the work exceeds 450 million hryvnias.

This is according to data from the Prozorro public procurement system.

The project involves repairing the sections from km 3+400 to km 5+433, from km 122+600 to km 141+840, and from km 151+848 to km 153+527 of this national highway. Funding for the work was allocated from the state budget.

The contracting authority was the Infrastructure Restoration and Development Service in the Kirovohrad region.

It has been reported that the procurement was conducted as an open tender with special conditions. The sole bidder, and therefore the winner,was “Autostrada Group of Companies” LLC.

The company offered to perform the work for 451 million 842 thousand, which is 100 thousand hryvnias less than the estimated cost. The contract is currently expected to be signed.

According to the YouControl service, the sole owner of “Autostrada” is “MS Capital” LLC, registered in Vinnytsia. The company owns 100% of “Autostrada’s” authorized capital, which amounts to 1.1 billion hryvnias.

“MS Capital” is part of the “MS Capital” financial and industrial group, whose ultimate beneficiary is Maksym Shkil. The group also includes logistics, retail, and agricultural enterprises.

It is worth noting that “Autostrada” is one of the largest contractors for state infrastructure projects. The company participated in the “Great Construction” program and regularly receives large contracts from the government.

The company has been receiving government contracts since 2017. The largest volume of contracts was recorded in 2024, when their total value exceeded 35.3 billion hryvnias. In total, over the course of its operations, “Autostrada” has fulfilled contracts worth nearly 99 billion hryvnias.

In 2026, the company received contracts from the Infrastructure Restoration and Development Service in the Zhytomyr, Cherkasy, Zaporizhzhia, Mykolaiv, Odesa, Dnipropetrovsk, Rivne, Kharkiv, Sumy, and Chernihiv regions.

At the same time, “Autostrada” has repeatedly been the subject of journalistic investigations and criminal proceedings related to government contracts.

Earlier, “Intent” reported that “Autostrada” Group LLC was awarded a 600-million contract in Odesa without a competitive bidding process.
