Vinnytsia company receives 600 million contract in Odesa without auction

The Odesa branch of the state-owned Ukrainian Sea Ports Authority has conducted a single-bid tender for the overhaul of the third stage of the port's transport overpass.

The relevant information was published in the Prozorro electronic procurement system.

The sole bidder is Avtostrada Group of Companies, a limited liability company, which is expected to complete the construction by December 31, 2029, and expects to receive UAH 652 million 450.8 thousand for it.

According to the YouControl service, Avtostrada Group of Companies LLC was registered in 2015 in Vinnytsia. The company is a part of MS Capital, the ultimate beneficiary of which is Maksym Shkil.

In December 2025, the company was awarded a contract for additional works on the same construction project worth UAH 310 million 623 thousand without an auction. The customer was also USPA. Under the agreement, the company is to carry out additional works from December 24, 2025, to December 31, 2028.

The additional works include:

• to make changes to the technology of installing a monolithic slab of the span structure using a thin-layer polymer coating of the roadway (reinforced concrete part of the overpass)
• to make changes in the design of railings from fiberglass to galvanized metal;
• to replace the type and technology of road paving on the steel section of the overpass and on the reinforced concrete part of the overpass in span 0-1, namely, to apply a lower layer of road pavement using waterproof cast asphalt;
• take additional measures to eliminate cracks in the supports;
• make changes to the design of the drainage system and re-arrangement of the eaves block fastening unit; \.
• to perform concreting of the monolithic slab of the span structure in one stage within the roadway and, accordingly, concreting of the monolithic slab on the consoles of the span structure beams together with service sidewalks;
• replace the class of reinforcing bars for the reinforced concrete part of the overpass with the class produced in Ukraine, etc.

In November 2024, the company won an auction for the same procurement worth UAH 771 million 770 thousand. However, at that time, Avtostrada Group still had a competitor, Avtomagistral-Pivden Limited Liability Company.
