An Odessa prosecutor was fired for refusing to confirm a disability

The Prosecutors’ Qualification and Disciplinary Commission has decided to dismiss Pavlo Mayorov, a prosecutor with the Kyiv District Prosecutor’s Office in Odesa, because he failed to appear for a medical examination to confirm his disability. 

The commission made this decision because he failed to appear on two occasions. 

The prosecutor himself claimed that he had purchased train tickets twice to travel to Dnipro for the medical examination, but on both occasions he was feeling unwell at the time. Pavlo Mayorov has worked in the prosecutor’s office since July 2002. Since April 2021, he has held the position of prosecutor at the Kyiv District Prosecutor’s Office in Odesa.

In March 2021, the Odesa Regional Center for Medical and Social Expertise assigned Mayorov a second-degree disability due to a general medical condition. He subsequently had this disability status confirmed twice—in 2022 and 2024. 

According to the publication "Slidstvo.Info," based on the prosecutor’s declarations, he has received nearly 1.3 million hryvnias in pension payments over the past five years. 

In October 2024, Prosecutor GeneralAndriy Kostinannounced that he was resigning from his post as Prosecutor General of Ukraine due to instances of abuse within the Ukrainian prosecutor’s office system. Subsequently, the press service of the Office of the Prosecutor General reported that in the Kherson, Mykolaiv, and Odesa regions, sixty prosecutors have the status of a person with a disability.

InOdesa Oblast, 47 prosecutors had disability status at that time. This represents 9.5% of the total number of prosecutors. Meanwhile, inMykolaiv Oblast, only 12 prosecutors—or 4.5% of the total—have this status. Inthe Kherson region, only one prosecutor has registered as a person with a disability. This is 0.6% of the total number of prosecutors.

In April 2026, the Prosecutors’ Qualification and Disciplinary Commission decided to dismiss Elviy Kerimov from his position as prosecutor of the Black Sea District Prosecutor’s Office in Odesa Oblast. In early March, the Black Sea City Court of the Odesa region approved an agreement between the prosecutor and the police investigator accused of acceptinga bribe, in which the police officer admitted guilt.
