The Primorskyi Court of Odesa found an employee of the territorial center for recruitment and social support guilty of negligence in relation to military service.

As explained in the court' s ruling, the negligence was that he deliberately turned off the video recorder (body camera) while checking the documents of persons liable for military service.

During the court hearing, the military's lawyer stated that the portable video recorder used a memory card that was only capable of recording no more than 2.5 hours of video. Also, according to the written explanations of the TCC employee, it was established that he was orally informed about the faulty technical condition of the body camera. He did not admit his guilt in committing the administrative offense and explained that at the time of the incident, the body camera assigned to him was not functioning for technical reasons.

When he received the camera from the officer on duty, he checked its functionality, and at that time the camera was in good condition. However, when he tried to turn it on while checking the documents, it did not work. On the same day, in the evening, he reported this to the officer on duty, but did not file an official report.

Instead, the court found that the portable body-worn video recorder was in good condition. However, during the stop and check of the citizen's military registration documents, it malfunctioned for unknown reasons. The officer on duty provided a written explanation, according to which he stated that the soldier had indeed reported the faulty portable body-worn video recorder to him orally. The soldier did not make any written reports about the technical malfunction of the portable video recorder, and did not inform the responsible persons about the technical malfunction of the body camera. However, the officer on duty said that the video recording on the said portable video recorder could be carried out within 3-4 days.

As a result, the court fined the soldier 17 thousand hryvnias.
