Water treatment rates have been raised in Mykolaiv

In Mykolaiv, the rate for centralized wastewater services will increase for all categories of consumers starting October 1, 2026. The City Council’s Executive Committee has set a new rate per cubic meter for the municipal utility “Mykolaivvodokanal.”

The decision was adopted following consideration of a request from the municipal enterprise and in accordance with the procedure for setting tariffs for centralized water supply and wastewater disposal services, approved by NEURC Resolution No. 688 of May 5, 2026. The review also took into account NEURC Resolution No. 2304 dated December 31, 2025, which established tariffs for Mykolaivvodokanal.

The new tariff will be 41.256 hryvnias per cubic meter, including VAT, and will apply to all categories of consumers. It will take effect on October 1, 2026.

According to the company’s calculations, the production cost of wastewater treatment is 30.1 hryvnias per cubic meter, or 343.5 million hryvnias per year. The largest component of direct material costs is electricity —10.2 hryvnias per cubic meter, which amounts to 116.4 million hryvnias annually.

Direct labor costs were set at 7.7 hryvnias per cubic meter, or 88.1 million hryvnias per year. General production expenses amount to 9.1 hryvnias per cubic meter, or 104.7 million hryvnias.

The full cost of the service, as calculated by the company, is 32.57 hryvnia per cubic meter, and the projected profit is 1.8 hryvnia. Of this amount, 0.9 hryvnia per cubic meter is earmarked for production development.

The expected volume of service sales was set at 11.3 million cubic meters per year, and the total cost of centralized wastewater disposal was set at 391.4 million hryvnias.

During the meeting, a representative of Mykolaivvodokanal noted that the rate increase should reduce the company’s losses by nearly 48 million hryvnia. According to him, in the first eight months of 2026, the company had already incurred losses of approximately 360 million hryvnia while operating under the old rate.

At the same time, the company emphasized that the water supply rate was not increased this time. It remains at the 2019 level because, following the launch of the new water treatment system, the flushing of the distribution networks is still ongoing; therefore, the company cannot yet guarantee a full supply of treated water to all consumers.

During the discussion, Mayor Oleksandr Senkevych stated that the company currently purchases electricity at market prices and pays salaries based on current rates, rather than those set in 2019.

He also reported that the city allocates approximately 50 million hryvnias from the budget each month to support Mykolaivvodokanal in order to cover the company’s financial shortfall.

Separately, the meeting provided an update on the ongoing reconstruction of the sewage treatment facilities and the replacement of damaged sewer mains in Mykolaiv. According to the mayor, work is continuing, particularly on the city’s main streets.

Thirteen members of the executive committee voted in favor of the decision; one abstained, and there were no votes against. The decision to set the new rate was adopted. 

Also in September, Mykolaiv revised the rate for centralized wastewater disposal for SSZ “Nibulon” LLC.
