A Kyiv-based company won yet another 20-million tender in Odesa without any competitors

The Center for the Integrated Video Surveillance and Video Analytics System of the City of Odesa (Center “077”) conducted a procurement process to select a company to be paid for a software and hardware solution to modernize the city’s video surveillance and video analytics information system.

This information was published on the Prozorro e-procurement platform.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Engineering-Analytics.” According to the YouControl service, the company is registered in Kyiv. Its owner is Oleg Sokhan. If the contract is awarded, the company expects to receive 25 million 843.8 thousand hryvnias. 

The project’s goal is to modernize the Integrated Video Surveillance and Video Analytics System of the city of Odesa by replacing the HikCentral Master Lite software with the domestic VARTOVA software (or an equivalent) and expanding the system’s functionality. 

By August 31, following the signing of the agreement, the company must provide one set of hardware and software for the modernization of Odessa’s video surveillance and video analytics information system and one set of software for the data storage system cluster (up to 300 storage servers).

Previously, the Odessa City Center for Integrated Video Surveillance and Video Analytics (Center “077”) conducted a procurement process to select a company to be paid for vehicle driver facial recognition systems (VDRS) in the city of Odessa. That procurement was also conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Engineering-Analytics.” The project involved the installation of a system for recognizing the faces of drivers and passengers, as well as a set of additional equipment for these systems, consisting of video data storage servers for building a Hikvision cloud platform, using servers from the same company. The cost of the service was 5 million 470.8 thousand hryvnias.

In March, the “077” Center signed an agreement with the same “Engineering-Analytics” to purchase and install video surveillance cameras for 20 million 888.9 thousand hryvnias. At that time, plans were made to supply 280 video surveillance cameras from the same Chinese company.
