Seventeen disciplinary complaints have been filed against Galina Pavlovska, a judge of the Podil City and District Court in Odesa Oblast. They have been consolidated into a single case.
This was reported by the High Council of Justice.
The complaints were filed between April 2025 and June 2026. Most of them—15 out of 17—were filed by attorney Serhiy Osokin, either on his own behalf or on behalf of his clients. Another complaint was filed by Viktor Kopach, and one by attorney Anna Dudarenko on behalf of Heleksi Finance LLC.
Previously, these complaints were considered separately by the Second and Third Disciplinary Chambers of the High Council of Justice. They have now been consolidated into a single disciplinary case.
According to the decision, the complaints concern prolonged delays in the consideration of cases:
According to the High Council of Justice, the judge’s actions show signs of possible disciplinary offenses, specifically the unjustified delay in the consideration of cases.
Pavlovska attributed the delays to an excessive caseload. According to her, after several judges were dismissed, hundreds of cases were reassigned to her, and at the same time, she was serving as an investigating judge. She also noted that power outages, air raid alerts, vacations, and medical treatment affected the timelines.
According to the declaration, the total income of Halyna Pavlovska’s family amounted to approximately 1.99 million hryvnias. Of this amount, the judge’s salary was 1.44 million hryvnias, and her pension was 280,000 hryvnias.
Her husband, Serhiy Pavlovsky, received a pension of 250,000 hryvnias. The declaration also lists 20,000 hryvnias in income from leasing property to the company “Orativlatinvest.”
Galina Pavlovska owns a 73.7-square-meter apartment in Podilsk, which she has owned since 2002. Her husband owns another apartment in that city, measuring 52.6 square meters.
The judge also declared a house with an area of 63.6 square meters in the village of Yakymivka in Vinnytsia Oblast and three land plots. The real estate was acquired in 2017 and 2021.
The judge’s husband owns a 1998 Toyota Picnic valued at 65,000 hryvnias. The family also owns a 1987 “Mriya” trailer, the value of which is not specified.
