A court has begun hearing an appeal filed by the head of a court in the Odesa region against a corruption conviction

The Appeals Chamber of the High Anti-Corruption Court has scheduled a hearing on the appeals filed by Pavlo Dobrov, the former chief judge of the Kominternivskyi District Court in Odesa Oblast. He had previously been convicted of bribery.

This is stated in the ruling of the Appeals Chamber of the High Anti-Corruption Court.

On August 17, 2026, the High Anti-Corruption Court found Pavlo Dobrov guilty under Part 3 of Article 368 of the Criminal Code of Ukraine—receipt of an unlawful benefit by a public official.

The court sentenced him to seven years in prison, barred him from holding office in state or local government bodies for three years, and ordered the confiscation of all property belonging to him.

Dobrov and his attorneys filed appeals against the verdict. On September 24, the Appeals Chamber of the High Anti-Corruption Court opened proceedings, and on October 2, the prosecutor from the Specialized Anti-Corruption Prosecutor’s Office filed a response to the defense’s appeals.

The court has completed preparations for the appeal hearing and scheduled a hearing for November 23. During this hearing, the court will consider the appeals filed by Dobrov and his defense attorneys.

What is known about the Pavlo Dobrov case

As reported by Intent, Pavlo Dobrov was detained in 2023. According to the investigation, the case involved the receipt of 50,000 hryvnias in unlawful benefits.

On October 31, 2023, the judge was suspended from his duties in connection with the opening of criminal proceedings. Subsequently, the High Anti-Corruption Court imposed a bail of one million hryvnias as a preventive measure.

In 2024, the Specialized Anti-Corruption Prosecutor’s Office referred the case to court.

In March 2025, the High Council of Justice dismissed Dobrov from his position as a judge of the Kominternovsky District Court of Odesa Oblast due to disciplinary violations.
