A company under investigation could receive 112 million euros for renovations at the Velyka Oleksandrivka Hospital

In the Kherson region, only one company is competing for a hospital renovation contract worth over 112 million hryvnias. The firm has earned nearly 2 billion from government contracts and has been implicated in cases involving the misuse of public funds.

The Center for Public Investigationsexamined the terms of the tender and uncovered what lies behind the contractor’s history.  

The Velykooleksandrivka Village Council announced a tender for the major renovation of the buildings of the municipal non-profit enterprise “Velykooleksandrivka Hospital.” The procurement involves revising the design for the first phase of the medical facility’s restoration, which was severely damaged during the Russian occupation. After the community was liberated, the hospital was in critical condition: the roof and windows were damaged, some rooms were destroyed, and a significant portion of the equipment was lost due to looting.

A total of 112.59 million hryvnias is planned to be allocated for the project. The work is being funded under the Ukraine Recovery Program III with support from the European Investment Bank. Over 85.4 million hryvnias will come in the form of a state subsidy, while the local budget is expected to provide an additional 27.1 million hryvnias.

The contractor must complete the reconstruction by the end of 2027. The tender documentation stipulates a bid bond of 500 thousand hryvnias, as well as the possibility of receiving an advance payment of up to 30% of the cost of the work, with final payments to be made upon completion.

Only one company submitted a bid—OPytnyi Zavod M LLC. It offered to perform the work for 112.55 million hryvnias, reducing the initial cost by less than 36,000 hryvnias. The contracting authority is currently reviewing the submitted proposal.

Accordingto theYouControl analytical system, the company was registered in 2005 in Mariupol. After the outbreak of full-scale war, the company changed its legal address and is now registered in the Khust District of Zakarpattia Oblast. Its authorized capital exceeds one million hryvnias, and Natalia Sapolkin is listed as the owner.

During its time in the public procurement market, the company has secured contracts worth over 1.7 billion hryvnias. The most profitable year for the company was 2025, when the value of government contracts it received exceeded 885 million hryvnias.

The company’s clients included government and municipal agencies from various regions of Ukraine, specifically departments of the Kyiv City Administration, the National Guard, local government bodies, road services, regional administrations, and the Economic Security Bureau.

The company has repeatedly been the subject of journalistic investigations. For example, in 2024, “Nashi Hroshi” drew attention to a contract between the Zmiiv Thermal Power Plant and “Opytnyi Zavod M” LLC regarding the reconstruction of power equipment worth nearly 246 million hryvnias.

Journalists also reported on the company’s possible ties to other entities through shared contacts and registration addresses. In particular, the company used the same phone number as the charity “United Ukraine 2022,” which is linked to Oleksandr Sapolkin. This number also appeared in the registration records of a number of other companies.

A pre-trial investigation is ongoing regarding the contract with the Zmiiv Thermal Power Plant. According toa rulingby the Zmiiv District Court of Kharkiv Oblast dated August 25, 2025, law enforcement agencies investigated the misappropriation or embezzlement of property during the execution of this contract.

The proceedings were initiated following a statement by the head of the NGO “NON-STOP,” who reported the possible misuse of budget funds during the implementation of the project at the Zmiiv Thermal Power Plant. Investigators are examining the circumstances surrounding the execution of the contract between PJSC “Centrenergo” and LLC “Experimental Plant M,” worth over 245 million hryvnias.

During the investigation, law enforcement officers inspected the site, seized concrete samples for forensic analysis, and the court ordered them to be seized as potential physical evidence.

Additionally, the head of the NGO “NON-STOP” alleged a scheme to embezzle budget funds. In his statement, he suggested that officials from government agencies, representatives of the energy sector, and a number of private companies—including “Experimental Plant M” LLC—were involved.

In addition, a company that participated in a tender without any competitors received over 15 million hryvnias for the reconstruction of a water pipeline in the Kherson region. The firm had previously been implicated in cases involving uncompleted work and possible embezzlement of budget funds.
