Odesa has revised its road safety program, which involves not only new approaches but also billions of dollars in spending. Under martial law, the city is adapting its transportation policy to reduce accidents and make roads safer.
The Executive Committee of the Odesa City Council made the decision.
The Executive Committee has prepared a draft decision to amend the City Target Program "Road Safety in Odesa" for 2020-2028. The relevant proposals are planned to be submitted to the Odesa City Military Administration for consideration.
The need to adjust the program is explained by the new conditions of city management during martial law, as well as the establishment of a military administration in October 2025. The document provides for the clarification of performance indicators, as well as a revision of the amount of funding for activities.
The total budget of the program is more than UAH 6.3 billion, of which more than UAH 3.36 billion is the city community's funds, and almost UAH 3 billion is planned to be raised from other sources.
The main goal of the program is to reduce the number of road accidents and the severity of their consequences, as well as to create safe and comfortable conditions for all road users: drivers, pedestrians and cyclists. It is not only about control, but also about infrastructure development - construction of new facilities, road repairs and modernization of the transport system.
The largest expenditures are planned for 2026-2028 - over UAH 3.3 billion. These funds will be used to overhaul roads, arrange safe intersections, upgrade traffic lights and improve traffic management.
The planned changes are also in line with the Odesa Development Strategy until 2027. In particular, the program will help create a safe urban environment, develop an integrated transport system and improve public safety.
In April, Odesmiskelectrotrans managed to launch only 50% of the trams and 45% of the trolleybuses it had in stock.
