Ukraine is close to finalizing an agreement on the evacuation of civilians from the occupied town of Oleshky and surrounding settlements in the Kherson region. However, there are still details that need to be worked out with Russia.

This was reported by Dmytro Lubinets, the Ukrainian Parliament’s Commissioner for Human Rights, in an interview with RBC-Ukraine.

“For now, I’ll say cautiously that we’re practically in the home stretch toward finally carrying out a successful evacuation of Ukrainian citizens so that we can rescue them all,” he said. “But even today, there are still details that need to be agreed upon with the Russian side,” Lubinets said.

According to him, he holds talks with his Russian counterpart, Lantratova, practically every day.

The Ombudsman expressed hope that the parties will eventually reach a point where everyone who needs to be evacuated from Oleshky and the surrounding settlements will physically be in Ukraine. He noted that this involves thousands of Ukrainian civilians, including children.

Lubinec emphasized that a humanitarian catastrophe is unfolding in Oleshky. People there are not merely suffering from a lack of food or medicine—they are, in fact, dying.

When asked how much the situation had worsened over the past two weeks, he said that “it has remained roughly the same.”

According to him, this is solely thanks to the Armed Forces of Ukraine, which are using drones to deliver food, medicine, and water to local residents.

The Ombudsman said that over the past two weeks, there had been one fairly large delivery of humanitarian aid, and subsequently, aid was delivered in small batches.

Lubinec reported that Russian troops have begun tracking delivery routes and have been attempting to shoot down drones carrying humanitarian aid.

He also noted that there is information currently being verified: Russian soldiers have begun detaining civilians who were receiving humanitarian aid from the Armed Forces of Ukraine.

The Ombudsman noted that the Russian side’s position remains unclear to him. He said that Ukraine is doing everything possible to save its citizens, and he called on Russia to at least not interfere with these efforts while negotiations on a potential humanitarian evacuation are ongoing.
